PA Alternate Assessment


With the adoption of the PA Core Standards in March 2014, Pennsylvania has begun the process of aligning the Alternate Assessment to the new standards. This page will provide information about the content and process of the revised assessment as well as resources and tools to support student learning to this assessed content. Also included on this page are opportunities to participate and respond with input and design of the resources and content.

As we move forward with learning and assessment aligned to the PA Core Standards for students with significant cognitive disabilities, we continue to provide opportunities that will make all students college, career and community ready.

Volunteer Opportunities
Please join our PA Alternate Assessment group by clicking here. You may join in one of two ways. The Listserv will provide you with periodic email updates regarding the PA Alternate Assessment and announcements about upcoming events; and the Volunteer Pool allows you to participate voluntarily in a broad range of activities.

Volunteer opportunities include assisting in:

• Item development and review for new test items on the PASA.
• Field testing of new items and providing feedback.
• Alignment activities of the alternate eligible content and the assessment.
• Curriculum development based on the alternate eligible content.
• Lesson plan examples tied to the curriculum.

Activities will be individual and group and might involve reviewing materials, trying out materials in classrooms, and providing comments and guidance as we continue our work. There is no obligation to participate in activities by signing up to be in the volunteer pool. We will, however, offer invitations to volunteers first before making general announcements. *You may opt out of the Listserv or Volunteer pool at any time.

"NEW" 2017-18 PASA MANDATED WAIVER APPLICATION

The Pennsylvania Alternate System of Assessment (PASA) Mandated Participation Waiver Application has been developed by the Pennsylvania Department of Education, Bureau of Special Education (BSE) in accordance with the regulatory requirement under the Every Student Succeeds Act (ESSA). The ESSA requires Pennsylvania to ensure that the total number of students assessed in each subject, using the alternate assessment for students with severe cognitive disabilities, does not exceed one percent of the total number of all students in the state assessed on the Pennsylvania System of School Assessment (PSSA) and Keystone Exams. One percent is determined by adding the PSSA, Keystones AND PASA enrollment together. This is the denominator. The local educational agency (LEA) must complete and submit the waiver application when it anticipates exceeding the one percent cap for the LEA. Information provided by the LEA will be considered by the BSE as part of appropriate oversight per ESSA of 2015, Pub. L. No. 114-95, Sec. 1111.

PA Alternate System of Assessment (PASA) Science Update-Draft Alternate Eligible Content Review

The PASA-Science Project at the University of Pittsburgh has been collaborating with Science Content Experts, Special Education Teachers, Parents, staff from Higher Education, and the Bureau of Special Education in developing a draft revision of the Alternate Eligible Content aligned to the PA Science Standards in grades 4, 8, and 11. Once finalized, it will be used as the basis for instruction and assessment of students who are eligible to take the PA Alternate Assessment (PASA).
The next step in the development process is to obtain written comments and feedback from a broad group of stakeholders across Pennsylvania. This information will be collected through an online survey that was developed by the PASA-Science Project. Comments will be used to inform revisions of the Draft Science Alternate Eligible Content.
